About this file

This document is a Request Form to the Division of Purchasing (DOP) from the Idaho Department of Health and Welfare (IDHW) to procure a Cancer Survivors Needs Assessment. IDHW is requesting an exemption from competition for this one-time, ongoing purchase estimated at $35,000 from a proposed supplier, One Health Insights (OHI). IDHW justifies the exemption by stating that OHI has recently completed a similar project in Wyoming, has the necessary tools and resources readily available, and has a strong working relationship with Idaho health systems. IDHW believes using a different contractor would cost the state at least twice as much in terms of both money and time.

The related state and local contract opportunity indicates that in the interest of transparency, DOP is offering suppliers the opportunity to review IDHW's requested exemption and provide relevant information to support or contradict IDHW's claim that competition would be impractical, unreasonable, or disadvantageous under the circumstances. Suppliers are invited to submit their information by the closing date and time listed in IPRO, but the decision remains at the discretion of the DOP Administrator.

Describe the circumstances

The Idaho Department of Health and Welfare’s (IDHW’s) Idaho Comprehensive Cancer Control Program (ICCCP) believes that One Health Insights (OHI) is best suited to contract with IDHW to complete a statewide Cancer Survivors Needs Assessment. OHI has recently completed a very similar project in Wyoming. In doing so, OHI has all the necessary tools and resources readily available to complete the project quickly and efficiently in Idaho. This includes a comprehensive literature review on the needs of cancer survivors, interview guides, and a developed survey that is ready to be deployed to cancer survivors. Both Idaho’s and Wyoming’s cancer control programs are funded through the same Centers for Disease Control and Prevention (CDC) grant, which means that the work with OHI has already been approved by the CDC.

Why would the competition be impractical, unreasonable, or disadvantageous under the circumstances?

OHI has worked with Idaho health systems over the past three (3) years on cancer-related efforts and, therefore, has a strong relationship with partners in Idaho to ensure the Cancer Survivors Needs Assessment is successful.

OHI has a strong working knowledge of the cancer landscape in Idaho and has the necessary skillset and uniqueness to fulfill this niche contract. If IDHW were to use a different contractor other than OHI for this service, it would cost the state at least double in terms of both money and time.
