About this opportunity

The Idaho Military Division has initiated a procurement opportunity seeking a one-time exemption from competitive bidding to purchase Air Force firefighter personal protective equipment (PPE) from authorized vendors Atlantic Diving Supply and LN Curtis & Sons. The procurement is specifically targeting essential protective gear mandated by United States Air Force directives, with a projected five-year equipment requirement valued at $100,000. The agency has previously secured a one-year exemption in June 2023 for a $30,000 procurement and is now seeking an extended exemption to continue purchasing specialized firefighter PPE through these pre-approved vendors. The Department of Purchasing (DOP) is offering potential suppliers an opportunity to provide information that may support or contradict the agency's claim that a competitive procurement process would be impractical or disadvantageous. Suppliers are instructed to submit their information through the IPRO system or via email to purchasing@adm.idaho.gov prior to the stated closing date of September 18, 2024.

The procurement appears to have no specific set-aside designations for disadvantaged businesses or minority-owned enterprises. The current procurement is limited to two pre-authorized vendors: Atlantic Diving Supply and LN Curtis & Sons, which have been specifically approved by the United States Air Force to provide this specialized protective equipment. The existing technology infrastructure suggests potential integration with OnBase document management systems, as several attached documents reference OnBase licensing and integration configurations across various Idaho state agencies. The total anticipated procurement value is $100,000 over a five-year period, with historical spending of approximately $60,000 in the previous five years. The final determination on the exemption request remains at the discretion of the DOP Administrator, and suppliers are explicitly informed they have no right to appeal the administrative decision.
