About this opportunity
The Board of Public Education for the City of Savannah and the County of Chatham (Savannah-Chatham County Public School System) is soliciting sealed proposals for an annual contract to provide educational materials and supplies with catalog discounts across seven categories: Instructional, Art, Media Center, Medical, Music/Theatre, Physical Education/Athletics, and Science. Proposals are due by April 28, 2026, with a posting date of March 29, 2026. Qualified vendors must demonstrate a minimum of five years of continuous experience providing similar goods or services, preferably to educational or governmental agencies in the Southeast, and must maintain current Georgia business licensing and demonstrated financial stability. Required insurance coverage includes Commercial General Liability of $1,000,000 per occurrence and $2,000,000 aggregate, Commercial Automobile Liability of $1,000,000 combined single limit, Workers' Compensation insurance at statutory limits, and Umbrella insurance of $1,000,000 per claim. The District will award contracts for an initial one-year term with options for two additional one-year renewals by mutual agreement, with pricing firm for 90 days after proposal submission and throughout the initial contract term, and capped at 5 percent increases for renewal terms. Evaluation criteria allocate 60 points for technical qualifications (including experience, project understanding, ordering processes, delivery capabilities, invoicing policies, return procedures, and technology capabilities) and 40 points for pricing and catalog discount terms, which are scored based on average discount percentages (15 points), shipping charges (15 points), discount period validity of two to five years (5 points), and guaranteed delivery periods of 21 calendar days or less (5 points). Offerors must submit technical proposals and sealed fee proposals electronically through the SCCPSS Bonfire Portal in PDF format, with pricing proposals that include detailed catalog discount percentages ranging from less than 20 percent to over 50 percent, shipping and freight charges, and guaranteed delivery periods.
The District does not set aside contracts for any particular business classification, disadvantaged enterprises, or small business designations, meaning all qualified vendors regardless of organizational type may respond. No incumbent vendors or current contractors are identified in the solicitation documents. Successful offerors will be added to the District's approved vendor list (the "ABC Book") and may serve as primary, secondary, or backup vendors depending on evaluation results; however, the District reserves the right to award contracts to multiple vendors and is not obligated to purchase estimated quantities or renew any contract. All proposals must be accompanied by mandatory certifications including an E-Verify Affidavit confirming compliance with the federal E-Verify work authorization program, a Debarment Affidavit certifying the offeror is not debarred or suspended from federal covered transactions, and a Lobbying Disclosure Certification Form certifying no federal appropriated funds will be used to influence federal agency officials in connection with the contract award. Proposals must also include an Offeror Information Form completed before a notary public, which requires comprehensive identifying information, proof of insurance, references from at least three organizations previously supplied with similar goods and services, disclosure of any anticipated subcontractors, and extensive responsibility questions regarding criminal history, litigation, labor law violations, safety violations, and contract termination history. No specific budget range or award value is provided in the solicitation documents, with pricing determined competitively through the evaluation process.
