The West Virginia Department of Environmental Protection, Office of Oil and Gas, is soliciting competitive bids through an Agency Request for Quote (ARFQ) for construction, reclamation, and plugging services for the abandoned Edmond #1 Well (API# 47-097-00936) located at 664 Turner Road in Upshur County, West Virginia. The procurement encompasses a comprehensive 33-line item scope of work including rig and crew services (80 hours minimum with a three-person crew), mobilization and demobilization, site preparation, equipment rental (vacuum water truck, excavator, skid steer, power tongs, mud/mixing pump, and trash pump), materials (4,300 feet of tubing, 3 feet of drill collar, cement, aqua gel, limestone gravel, absorbent materials, and specialized tools), disposal services (gel, liquid waste, and solid waste), logging and wireline operations, and site reclamation with environmental controls. The contract is structured as a fixed-period agreement requiring completion within 90 days from notice to proceed, with work limited to Monday through Friday, 10-hour maximum workdays, excluding weekends and state/national holidays unless approved by the department. A mandatory pre-bid meeting was held on September 10, 2025, at 11:00 a.m. Eastern Time on site; technical questions were due September 12, 2025, at 2:00 p.m. Eastern Time; and bids were due September 19, 2025, at 10:30 a.m. through the wvOASIS Vendor Self Service portal. Qualified bidders must possess a valid West Virginia contractor's license, submit a bid bond equal to 5 percent of the total bid amount, provide commercial general liability and automobile liability insurance with minimum limits of $2,000,000 per occurrence, submit a signed drug-free workplace affidavit, and provide a subcontractor list identifying any subcontractors performing more than $25,000 of work. Successful awardees must furnish performance bonds and labor/material payment bonds each equal to 100 percent of the contract value prior to award.
No set-aside designations for disadvantaged enterprises, women-owned businesses, or other protected classifications are specified in the solicitation documents. No incumbent contractors or existing vendors are identified in the available procurement materials. The contract is not subject to Davis-Bacon wage rate requirements. Payment will be made in arrears upon receipt of proper invoices detailing services provided or receipt of goods, whichever is later, with unit prices prevailing in cases of discrepancies between unit and total pricing. Liquidated damages of $1,000 per working day apply for delays beyond the contract completion period. Specific budget ranges or award values are not disclosed in the solicitation documents; however, vendors must provide unit prices for each of the 33 line items to establish total bid amounts for evaluation.
