About this opportunity
The City of Meriden, Connecticut is issuing a Request for Proposal (RFP) for Clerk of the Works services to provide municipal project oversight for its new Emergency Communications Center (ECC) project. The procurement seeks an experienced firm or individual capable of comprehensive construction administration and site oversight while maintaining a holistic understanding of project components without assuming roles held by the design team, construction manager, general contractor, or safety officer. Required qualifications include thorough knowledge of construction practices, Connecticut building codes, construction financing, and site administration; technical expertise in specific construction trades is not necessary. The successful consultant must demonstrate appropriate state certifications and maintain a Certificate of Insurance covering general liability, automobile liability, and workers compensation. Evaluation criteria allocate 25 points each to the qualifications of the firm/individual and cost proposal, 15 points to demonstrated ability and experience of key personnel, 10 points to previous experience with State of Connecticut or federally funded projects and Federal Labor Standards compliance, 15 points to similar projects completed within the past three years, and 10 points to references from past clients, for a total of 100 points. Proposals must be submitted in two sealed parts—Part A covering qualifications and Part B covering fees and proposal details—through the City eProcurement Portal by February 10, 2026, at 11:00 a.m. EST. Questions from potential vendors are accepted through February 3, 2026, at 4:00 p.m. EST, and no site visit or bidder's conference is required.
The RFP documentation does not specify set-aside designations, disadvantaged enterprise restrictions, or incumbent vendor information. No current contractor or existing infrastructure requirements are detailed in the solicitation materials. The City of Meriden is exempt from federal excise taxes and Connecticut sales and use taxes, which should not be included in pricing proposals. Payment will be made no less than thirty days following completion of services, and the contract will be formalized through a Purchase Order and Professional Services Agreement with no assignment permitted without written consent from the Purchasing Officer. The RFP does not specify an estimated total value or contract duration. All inquiries regarding this opportunity should be directed to Susan Martel at the City of Meriden Purchasing Department, 142 East Main Street, Room 210, Meriden, Connecticut 06450, by telephone at 203-630-4115, by fax at 203-630-3852, or by email at smartel@meridenct.gov.
