About this opportunity
The Ohio Department of Natural Resources (ODNR) is seeking a contractor to replace epoxy floors in four shower houses at East Fork State Park in Batavia, Clermont County. The project involves grinding down and removing existing floor coatings in eight total restrooms (four men's and four women's) across Loop G1, Loop G2, Loop C, and Loop L facilities, with an approximate total square footage of 2,240 sq ft. The detailed scope of work requires installing moisture mitigation primer, broadcasting decorative quartz aggregate, applying pigmented epoxy, installing a UV stable epoxy grout coat, and adding a chemical-resistant urethane topcoat. Contractors must also remove and reinstall integral cove bases and ensure careful drain protection during the flooring process. A mandatory site visit is required prior to bidding, with DeWayne Terwilleger serving as the point of contact. The project is scheduled for completion by June 30, 2025, with work to be performed between 8:00 AM and 4:30 PM. The contract will be awarded to the lowest responsive and responsible bidder, determined by calculating the low lot total through multiplying unit costs by estimated usage.
The procurement opportunity includes several advantageous provisions for specific business types, particularly the Veteran-Friendly Business Enterprise (VBE) program, which allows certified companies to receive preference through price advantages of up to 5%. Additionally, the state enables Buy Ohio and Buy American preferences, permitting bids with Ohio, border state, or U.S. products to be selected even if they exceed other bids by 5-6%. Bidders must complete an Affirmation and Disclosure Form, which requires detailed information about service and data locations, with strict prohibitions on offshore services. While no specific budget range is listed, the comprehensive technical specifications suggest a moderate-scale renovation project. The contract includes standard state requirements for insurance, compliance with ethics laws, and encouragement to utilize minority and diverse business enterprises. Potential contractors must be prepared to navigate the OhioBuys procurement platform and obtain an OH|ID credential to participate in the bidding process.
