The project involves replacing epoxy floors in 4 shower houses (8 total restrooms in Loop G1, Loop G2, Loop C, and Loop L), with a total estimated square footage of 2,240 sq ft. The work includes grinding out existing floors, installing moisture mitigation primer, broadcasting decorative quartz aggregate, applying pigmented epoxy, installing a UV stable epoxy grout coat, and adding a chemical-resistant urethane topcoat. The project requires a mandatory site visit prior to bidding, with completion expected by June 30, 2025, and work to be performed between 8:00 AM and 4:30 PM.

The contract will be awarded to the lowest responsive and responsible bidder, with potential preference given to veteran-friendly businesses and Ohio or U.S.-based suppliers. Bidders may receive up to a 5% price advantage if certified as a Veteran-Friendly Business Enterprise (VBE), and there are Buy Ohio and Buy American provisions that allow bids with Ohio, border state, or U.S. products to be selected even if they exceed other bids by 5-6%. Invoices must be submitted directly to Financial Shared Services (FSS) with specific detailed requirements, and the awarded supplier will be required to sign an Addendum to Bid Quote or Personal Services Agreement. The project includes removing and reinstalling integral cove bases and requires careful drain protection during the flooring process.

Site Visit & Point of Contact

DeWayne Terwilleger, Cell: (740) 624-6348, Email: Dewayne.terwilleger@dnr.ohio.gov

Prior to submitting a bid response, offerors must complete a site visit.

Once a contract is awarded, failure of the bidder to have requested a site visit to become familiar with the facility and requirements of the bid will be insufficient reason to support any request to be released from the contract.

Evaluation. The contract will be awarded to the lowest responsive and responsible bidder as determined by the State.

Contract Award. The contract will be awarded to the lowest responsive and responsible bidder by low lot total. Low lot total will be determined by multiplying the unit cost by the estimated usage listed in the bid and then adding each of the totals together to arrive at a total for all items. Failure to bid all items may result in the bidder being deemed not responsive.

Veteran-Friendly Business Enterprise Program

The Veteran-Friendly Business Enterprise (VBE) program provides preference or bonus points to certified companies competing for State contracts, including eligible construction services. The legal authority for the program is R.C. 9.318, while its administrative rules are found in OAC 123:5-1-01 and 123:5-1-16.

The VBE program applies to all state agencies' purchases made by bid or proposal under R.C. 125. The VBE program allows for:

1.Prices on bids submitted by veteran-friendly businesses to exceed those prices on bids submitted by businesses not certified as veteran-friendly by up to five percent and still be eligible for winning the award; and

2.Scores on proposals submitted by veteran-friendly businesses to be up to five percent lower than the proposal scores submitted by businesses not certified as veteran-friendly and still be eligible for winning the award.

Buy Ohio and Buy American

Buy Ohio and Buy American bid preferences are enabled by RC 125.09, RC 125.11, and OAC 123:5-1-06.

These preferences permit bids containing products that are produced in Ohio or a border state, or the United States of America, to be selected for contract award even if they exceed prices offered in bids not containing Ohio, border state, or American products by no more than 5% or 6%, respectively.
