About this opportunity

The City of Pembroke Pines is seeking bids on resurfacing approximately 4,700 square feet of the PE court at East Campus Elementary School with a sports court surfacing system, with bids due June 17, 2026 at 2:00 p.m. This is a federally-funded project subject to Davis-Bacon prevailing wage requirements and HUD Section 3 compliance, both of which constrain scope and economics materially.

The scope includes preparation and cleaning of the existing surface, installation of the new court surfacing system, and striping and painting of two basketball courts and four four-square game courts. Work must be substantially completed by June 30, 2026, with an estimated start date of June 22, 2026. The contractor must complete the project within 14 calendar days from Notice to Proceed and may work weekdays, weekends, and any hours necessary to meet the deadline.

Bidders must submit an official quote with product documentation, a minimum of three references demonstrating five years of similar experience from projects completed within the last five years, professional licensing documentation as required by Florida statute, and proof of vendor registration with the City's PaymentWorks system. Questions are due June 15, 2026. No pre-bid meeting is scheduled.

The City does not require proposal security, bid bonds, payment bonds, or performance bonds. Contractors must obtain comprehensive general liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 general aggregate, workers' compensation insurance, auto liability insurance, and environmental/pollution liability insurance with $1,000,000 per wrongful act limits. A minimum one-year warranty on the court resurfacing system and workmanship is required. Liquidated damages are assessed at $500 per day for delays.

Contractors must contract with Waste Pro of Florida, Inc. for construction and demolition debris collection and disposal. Section 3 compliance requires 25 percent of total project hours performed by Section 3 workers and 5 percent by Targeted Section 3 workers; Form 1 (Section 3 Assessment and Certifications) must accompany all bids. Davis-Bacon wage determination FL20230197 (Modification 2) applies, with prevailing wage rates ranging from $12.79 to $55.85 per hour plus fringe benefits. The City covers all Building Department, Engineering Department, and state/county permit fees and has established an Owner's Contingency for unanticipated work.
