About this opportunity
East Brandywine Township Municipal Authority (EBTMA) is seeking sealed bids for Groundwater Monitoring Well Sampling through PennBid, a secure internet-based procurement system. The solicitation requires comprehensive groundwater sampling services for multiple monitoring wells across various developments in East Brandywine Township, Chester County, Pennsylvania, including the Hillendale Sewage Treatment Plant, Applecross Wastewater Treatment Plant, and Weaver Tract. Key deliverables include quarterly and annual groundwater monitoring reports analyzing parameters such as static water levels, turbidity, pH, chloride, phosphorus, nitrogen compounds, and other environmental indicators. The procurement involves sampling 11 monitoring wells (MW-1 to MW-11) and will require technical expertise in hydrogeological assessments and water quality testing. Bidders must submit electronic proposals by December 3rd, 2025, at 2:00 PM, with all questions due by November 26th. The evaluation criteria emphasize cost as a significant factor but will not exclusively determine contractor selection, with EBTMA reserving the right to accept the most responsible and responsive bid. No bidders may withdraw their proposal for 60 days after the bid opening.
There are no specific set-aside designations or restrictions on participating organizations mentioned in the documentation. The existing infrastructure includes multiple sewage treatment facilities with established drip dispersal and sequential batch reactor systems serving residential developments like Hillendale Subdivision and Applecross Country Club. While no incumbent vendors are explicitly identified, the project builds upon previous groundwater monitoring activities conducted by firms like Hydraterra Professionals and DelVal Environmental Consultants. The facilities currently process between 34,143 and 144,800 gallons of wastewater per day, indicating a substantial scope of work. Although no specific budget range is provided, the comprehensive nature of the monitoring requirements, which include detailed geological assessments, water quality testing across multiple wells, and compliance with Pennsylvania Department of Environmental Protection guidelines, suggests a significant professional services contract. The work is authorized under existing Water Quality Management Permits, with the current permit for the Hillendale facility valid until February 2028.
