About this opportunity

The City of Brooksville is soliciting proposals for the East Avenue Drainage Project, a comprehensive drainage channel maintenance and improvement initiative located in Hernando County, Florida. The project encompasses approximately 1.61 acres of site area, with active construction spanning 1.00 acres along East Avenue, from a force main aerial crossing to a large stormwater culvert. Key deliverables include channel regrading, installing sand-cement bag retaining walls, replacing a concrete spillway, removing and replacing existing vegetation, and stabilizing slopes with sod. The primary objectives are to restore the drainage channel's alignment, improve hydraulic capacity, and provide approximately 16,000 cubic feet of additional storage volume. Proposals were to be submitted by April 15, 2021, at 3:00 PM, with one original, four hard copies, and one electronic copy required. A mandatory pre-bid conference and site visit was scheduled for March 30, 2021, at 3:00 PM. The City will evaluate proposals using a 100-point scoring system: 40 points for cost, 25 points for understanding of scope and objectives, 25 points for organizational qualifications and experience, and 10 points for proposed system quality.

No specific set-aside designations or restrictions for disadvantaged enterprises were explicitly stated in the documentation. The contract will be for one year, beginning on the date of City Council approval, with the city reserving the right to modify bid items as needed. While no incumbent vendors were mentioned, the project requires compliance with Florida Department of Transportation (FDOT) specifications and implementation of a comprehensive Stormwater Pollution Prevention Plan. Proposers must provide proof of insurance, maintain a drug-free workplace, and submit various certification forms. The project will utilize specific materials including sand-cement bags, filter fabric, concrete, and rip-rap, with careful attention to erosion control and stormwater management. Although a specific budget range was not disclosed, the comprehensive nature of the drainage improvements and the detailed engineering requirements suggest a significant investment in infrastructure enhancement for the Brooksville area.
