The State of California, through the Department of Developmental Services and Porterville Developmental Center, is soliciting sealed bids for Ear, Nose and Throat (ENT) specialist services under Invitation for Bid PR269019. The contractor will provide comprehensive ENT services to individuals at Porterville Developmental Center who are developmentally disabled, with a contract term running from July 1, 2026, through June 30, 2027, with the State holding options to extend for one or two additional one-year periods at the contractor's proposed rate. The scope of work includes conducting up to a maximum of 12 clinics during the contract period, with each clinic lasting between 1 and 4 hours, scheduled at times mutually agreed upon between the contractor and the PDC Project Representative. Required qualifications include holding an active California license to practice Ear, Nose and Throat medicine as defined in Business and Professions Code Section 3107 and Health and Safety Code Section 1345, demonstrating expertise in otolaryngology and familiarity with the special needs of developmentally disabled populations, maintaining professional liability insurance with minimum coverage of $1,000,000 per occurrence and $3,000,000 in aggregate, and submitting copies of current medical licenses and insurance policies with bid documents. Bidders must submit sealed bids to Porterville Developmental Center, Attention Brandi McElhaney, 26501 Avenue 140, Porterville, CA 93257, by April 24, 2026, at 11:00 AM PDT, with bid opening scheduled for 11:30 AM the same day. Questions must be submitted by April 16, 2026, at 3:00 PM PDT, with answers provided by April 17, 2026, at 3:00 PM PDT. Award will be made to the lowest responsive responsible bidder based on submitted cost sheets indicating the per-clinic rate, with the Notice of Intent to Award projected for April 28, 2026, and the formal award date of May 6, 2026.
A five percent Small Business Preference applies to California-certified small businesses, microbusinesses, or non-small businesses with 25 percent small business subcontracting, with a maximum preference adjustment of $50,000. Additionally, a Disabled Veteran Business Enterprise (DVBE) incentive remains available with adjustments ranging from one to five percent based on DVBE participation levels, capped at $50,000 or five percent of the apparent low bid; however, the mandatory DVBE participation requirement has been waived. All contractor employees providing direct client care must complete pre-employment and annual modified health examinations including TB testing and Hepatitis B antigen screening within 90 days of service start, and the contractor must comply with comprehensive HIPAA and confidentiality requirements, including designating a Privacy Officer and Security Officer, providing annual HIPAA training to all employees handling Protected Health Information, and notifying the State within 72 hours of any suspected breach. The contractor is responsible for all employee costs including salaries, taxes, workers' compensation, unemployment insurance, and must establish accounting systems using generally accepted accounting principles. Payment will be made in arrears at a specified rate per full clinic for services performed to the State's satisfaction, with the understanding that payment under this contract constitutes payment in full and the contractor may not bill third-party payers for additional compensation. The State reserves the right to terminate the contract for convenience with thirty days' notice and may withhold monthly payments if services are not satisfactorily provided.
