About this file

This is a Budget Detail and Payment Provisions exhibit for an Ear, Nose and Throat Specialist Services contract (PR269019) between the State of California and Porterville Developmental Center (PDC). The contractor will provide ENT services to PDC individuals who are developmentally disabled, with the service period running from July 1, 2026, through June 30, 2027. The contractor must be duly licensed in the field of Ear, Nose and Throat and possess expertise in serving individuals with special needs. All required licenses must be submitted with bid documents, and staffing agencies must have qualified personnel in place at the time of bid submission.

The contract provides for payment in arrears at a specified rate per full clinic for services performed to the State's satisfaction, with a total budget not to exceed a stated amount for the contract duration. The contractor understands that payment under this contract constitutes payment in full and may not bill third-party payers for additional compensation. Invoices should be submitted to Brandi McElhaney, Contract Analyst, at Porterville Developmental Center. The agreement includes a budget contingency clause whereby the contract becomes void if the Budget Act fails to appropriate sufficient funds, with the State having no liability in such circumstances. Any proposed budget transfers or line item changes must be submitted in writing to the appropriate Project Representative and are subject to State approval. All payments shall be made in accordance with the California Prompt Payment Act.
