For contracts exceeding $100,000, the successful bidder must furnish Performance and Payment Bonds equal to 100 percent of the contract price from a Tennessee-licensed surety company and provide proof of insurance: Worker's Compensation ($1,000,000), General Liability ($1,000,000 per occurrence / $2,000,000 aggregate), Automobile Liability ($1,000,000), and Professional Liability ($1,000,000 per claim / $2,000,000 aggregate). A three-year warranty on materials, equipment, and workmanship is required, with contractor responsibility for repairs at no cost to the City. Unit prices must include all labor, materials, equipment, overhead, and incidental costs. Price quotes remain valid for 120 days.

The contractor must commence physical work within ten calendar days of receiving the Notice to Proceed and complete work within 60 working days. Liquidated damages are assessed at a baseline rate of $500 per day, with final daily rate potentially adjusted dynamically according to TDOT Standard Specifications based on the final contract amount. The contractor is responsible for all costs related to temporary shoring, traffic control, water flow maintenance, and site restoration.
