San Mateo County has adopted a local preference ordinance that awards up to 10 percentage points to qualifying local businesses or nonprofits based on size and location classifications. Proposers must be legally authorized to conduct business in California, registered with the System for Award Management (SAM), and maintain cyber liability insurance coverage of $5,000,000 per occurrence for privacy and network security, along with standard coverage requirements including workers' compensation, comprehensive general liability of $1,000,000, motor vehicle liability of $1,000,000, and professional liability of $1,000,000. All contractors must comply with the Living Wage Ordinance, beginning at rates that escalate annually beginning January 1, 2017, currently at $17.00 per hour with subsequent adjustments tied to the Consumer Price Index. Contractors are required to comply with extensive regulatory requirements including HIPAA Business Associate Agreement obligations, Section 504 Compliance Assurance, Vendor/Contractor Access Policy, fingerprinting requirements for employees with child contact, corporate compliance and code of conduct standards, and intellectual property provisions establishing that all work products are owned exclusively by the County. The RFP does not guarantee contract award, and the County reserves the right to reject all proposals, waive minor irregularities, or procure services through alternative means; no specific budget or award value is disclosed in the procurement documents.
