About this opportunity
The City of Thomasville, Georgia, located in Terrell County, is procuring construction services for the E-911/YMCA Regional Retention Pond project through a sealed competitive bidding process. The project involves the design and construction of a regional stormwater retention pond on Remington Avenue in front of the Butler-Mason YMCA, adjacent to the E-911 building, which will include a concrete flow control structure with an orifice designed to reduce stormwater runoff flow rates and mitigate flooding at the Clanton Street and Margaret Street intersection while minimizing impacts to Brileys Lake. Contractors must be licensed in the State of Georgia and shall furnish all materials, labor, equipment, and services necessary to complete the project in accordance with the bid documents, plans, and specifications. Sealed bids must be received by 10:00 AM local time on April 2, 2026, at the City Engineers Office, 411 W. Jackson St., Thomasville, GA 31792, with no bids eligible for withdrawal for 60 days after the scheduled closing time. Prospective bidders must obtain complete bid documents by emailing Engineering.Bids@thomasville.org and are required to submit a Certified Check or Bid Bond equal to not less than 10 percent of the bid amount. The addendum issued on March 27, 2026, clarified multiple items including mobilization payment requirements, revised sod installation quantities, communication cable relocation cost inclusion, removal of inlet sediment trap pay items, and authorization for disposal of unsuitable excavated materials at Thomas County Landfill. Bids must be plainly marked "E-911/YMCA REGIONAL RETENTION POND" and the City reserves the right to reject any or all bids, waive informalities, re-advertise, or award the contract in its best interest.
No specific set-asides or restrictions on organizational types are identified in the procurement documents, and no incumbent contractors or preferred vendors are listed. The procurement does not specify disadvantaged enterprise designations or small business preferences. The successful bidder will be required to submit separate Payment and Performance Bonds, each for 100 percent of the contract amount, indicating a significant project scope. CAD files will be provided only to the awarded contractor following contract award. The bid documents do not specify an estimated contract value or budget range; however, the requirement for bonds equal to 10 percent of the bid amount and 100 percent performance and payment bonds suggests a substantial construction project. Prospective bidders should review the complete bid documents and addenda available through the City Engineer's Office to understand all project requirements, specifications, and evaluation criteria prior to submission.
