About this opportunity
The Ohio Department of Youth Services (DYS) is seeking proposals for a web-based work readiness and skill development curriculum targeting incarcerated youth who have obtained a high school diploma or equivalent. The procurement targets three juvenile correctional facilities: Indian River, Cuyahoga Hills, and Circleville, with the goal of providing specialized educational tools for youth transitioning out of custody. The curriculum must accommodate a diverse population, with coursework available at reading and comprehension levels ranging from 5th to 7th grade, while also offering first-year college-level courses. Required deliverables include a self-paced, certificate and college credit-based digital platform compatible with Google sign-on, featuring customized course development, detailed reporting capabilities, and robust security features. Evaluation criteria are comprehensive, with a total possible score of 2,025 points, including 1,625 technical points and 400 cost points, requiring a minimum technical score of 975 to proceed to cost evaluation. The RFP was issued on February 6, 2025, with an inquiry period ending February 20, 2025, and proposals due by February 27, 2025, at 3:00 PM EST.
The solicitation does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. However, the RFP indicates a preference for Ohio and border state vendors, with potential preference adjustments of 5-6% for domestic products. The initial contract term will begin in fiscal year 2025-2026, with potential renewal options for up to 24 additional months starting July 1, 2026. While specific budget ranges are not detailed, the procurement allows for multiple awards and requires pricing on a per-seat/per-license basis, inclusive of maintenance and development costs. The target population consists of youth with an average admission age of 17.8 and release age of 18.7, with 44% requiring specialized education. The curriculum provider must demonstrate competence in delivering educational content to this specialized population, with an emphasis on workforce preparation and skills development that will support successful reintegration after incarceration.
Opportunity text
The Department of Youth Services is seeking proposals to provide a web-based work readiness/skill development curriculum for incarcerated youth who have obtained a high school diploma or equivalent. As of July 2024, the average age at admission to DYS facilities is 17.8 and the average age at release is 18.7. Given this demographic, it is essential to provide educational tools that will help prepare these individuals for entry into the workforce upon leaving the custody and care of our facilities. The selected provider must demonstrate competence in providing coursework to a specialized population. Currently, 44% of incarcerated youth in the state of Ohio need specialized education. Coursework must be available at a reading, language, and comprehension level at an average of 5th to 7th grade; however, it must also include courses at a first-year college level to effectively service our diverse youth population.
