About this opportunity
Broward County's Aviation Department at Fort Lauderdale-Hollywood International Airport is soliciting bids for an open-end contract for dynamic signs maintenance and repairs, with bids due November 30, 2026. Vendors must hold a Daktronics Software License, and a local-business preference under Broward County Code Section 1-74 applies through a Location Certification form and Broward County local business tax receipt, both due by the solicitation end date, for eligibility for Best and Final Offer consideration or the location tiebreaker.
Vendors must hold, at submittal, one of the following: Florida State Certified Electrical Contractor, Certified General Contractor, or Certified Specialty Sign Contractor, or Broward County Master Electrical Contractor, Electrical Sign Master, or General Building Contractor Class "A," all state-registered. The vendor must perform at least 75 percent of the total contract price without subcontracting. No Small Business Enterprise or Community Business Enterprise reserve or goal applies, and Office of Economic and Small Business Development requirements do not apply.
Scope covers provision, installation if applicable, and performance of all equipment, materials, and services for dynamic sign maintenance and repairs under county specifications. Exhibit A addresses LED matrix display face cleaning. The solicitation attaches the Enterprise Technology Services Security Requirements exhibit (version 3.1), which applies to low-risk technology contracts. Required insurance includes commercial general liability of $1 million per occurrence and $2 million aggregate, employers' liability of $1 million per occurrence, and workers' compensation as required by Florida law, with Broward County named as certificate holder and additional insured.
Federal Airport Improvement Program provisions apply, including Buy American requirements for iron, steel, and manufactured goods, Byrd Anti-Lobbying certification for contracts above $100,000, and Disadvantaged Business Enterprise program requirements under 49 C.F.R. Part 26, with no specific DBE goal in the current reevaluation period. The airport provisions also cite Davis-Bacon compliance, while the Special Instructions to Vendors state that no prevailing wage rates apply.
The initial term runs three years from award or expiration of the current contract, whichever is later. The Director of Purchasing may grant two one-year renewals, subject to vendor acceptance and satisfactory performance. No minimum quantity is guaranteed, and stated quantities are estimates. Award goes to the lowest responsive, responsible bidder on total bid price. No price increases are permitted in the initial term, and renewal increase requests are due at least 90 days before renewal, capped at the Consumer Price Index or Producer Price Index change unless otherwise approved. Pass-through allowances total $30,000 annually ($10,000 for permits and fees, $20,000 for parts), paid at actual cost after Contract Administrator authorization.
Vendors must submit responses electronically through BPRO and obtain a submission receipt, with no other submission method accepted. Questions go through BPRO's Messages section by the questions due date. Required forms include an Anti-Human Trafficking Affidavit and a Litigation History disclosure covering three years for the vendor and five years for proposed subcontractors, and failure to return them may render a response nonresponsive. Under the Cone of Silence Ordinance, communications about the solicitation are limited to the Purchasing Division, designated project managers, the Office of Economic and Small Business Development specialist supervisor, and pre-bid conference attendees from advertisement through award.
