About this opportunity

The County of Sacramento's Department of Waste Management & Recycling is seeking Job Order Contractors (JOCs) for three separate contracts (JOCs 213, 214, and 215) to perform construction, renovation, and maintenance services. The procurement utilizes The Gordian Group's Job Order Contracting System, which allows for flexible task order assignments with a Construction Task Catalog containing pre-priced construction tasks. Contractors will be required to submit two Adjustment Factors - one for normal working hours and another for other than normal working hours - which will be applied to the unit prices in the catalog. Qualified bidders must possess a valid California contractor's license (A or B classifications) and be registered with the Department of Industrial Relations. The mandatory pre-bid meeting was held on July 5, 2022, via Zoom, with bid questions due by July 11, 2022, at 5:00 pm, and electronic bid submissions required by July 21, 2022, at 2:00 pm. Evaluation criteria will include factors such as contractors' ability, capacity, skill, past performance, pricing, and responsiveness.

The contract opportunity does not include specific set-aside designations for disadvantaged businesses, and the county explicitly excludes construction contracts from economic assistance preferences like the Procurement Opportunities Program (POP) and Disadvantaged Business Enterprise (DBE) programs. Work distribution among awarded contractors will be managed through a rotation system, considering factors such as past performance, workload balancing, and contractor responsiveness. The contract term is 365 calendar days, with a maximum contract amount of $1,500,000 per JOC, and no guaranteed minimum work volume. Contractors must include a 1% JOC System License Fee in their Adjustment Factors and are required to provide performance and payment bonds totaling $1,500,000. Additionally, contractors must carry specific insurance coverages, including $2 million in general liability, automobile liability, and workers' compensation, and comply with prevailing wage requirements and labor regulations.
