About this opportunity
The City of Durango is seeking qualified contractors for the Durango Irrigation Raw Water Line Replacement project, located in La Plata County, Colorado. The primary scope involves installing a 10-inch HDPE raw water irrigation line running approximately 1,300 linear feet from the existing pump shed at 950 Roosa Avenue to Greenmount Cemetery at 900 Cemetery Road. Contractor services will include raw water line installation, connection point modifications, curb and gutter replacement, asphalt patching, tree protection, fence relocation, concrete panel replacement, site rehabilitation, irrigation stub valve installation, third-party testing, and comprehensive traffic control. The project also includes two optional add-alternates for parking lot repaving: a 10,000 square foot Maintenance Shop parking lot and a 5,000 square foot Schneider Park parking lot. A non-mandatory pre-bid conference is scheduled for August 19, 2025, at 1:00 p.m., with bid questions due by August 27, 2025, and final bids due September 19, 2025, at 3:00 p.m. The project must be completed by December 31, 2025, with an ideal construction start date of October 1, 2025, to avoid the cemetery's irrigation season.
The procurement allows participation from all qualified contractors, with local and regional bidders receiving preference points (5% for local, 3% for regional). Bidders must submit electronic proposals through Rocky Mountain E-Purchasing and provide comprehensive documentation including subcontractor lists, residency statements, and company qualifications with three similar project references. Insurance requirements include comprehensive general liability ($1M/$2M), automobile liability ($500K/$1M), and workers' compensation coverage. The contract requires a 5% bid bond and 100% performance and payment bonds upon award. Payment terms are net 30 days with 5% retainage (capped at 2.5% of contract value), and liquidated damages are set at $1,500 per day for project delays. While no specific budget range is explicitly stated, the project involves significant infrastructure work with multiple components, suggesting a substantial municipal infrastructure investment. The City of Durango reserves the right to reject any or all bids, ensuring competitive and comprehensive evaluation of potential contractors.
