About this opportunity
Sacramento County Department of Transportation is soliciting a Request for Bid (RFB) #2023-RFB-0315 for multi-year annual Dump Truck Rental with Driver services for its Maintenance and Operations Section. The procurement seeks to establish contracts for on-demand dump truck rentals, specifically covering 3-Axle End Dump and 5-Axle Transfer or Bottom Dump trucks with qualified drivers. Vendor requirements include having drivers with minimum two years of experience, valid California driver's licenses, and no more than 5 DMV points, with strict safety and operational standards. The initial contract period will run for one year from an estimated start date of June 1, 2024, with potential renewals for four additional one-year periods, totaling a possible five-year contract. Vendors must submit comprehensive electronic responses through the ProcureNow platform by February 6, 2024, at 3:00 pm, including a detailed vendor questionnaire, customer references, and a comprehensive pricing table that covers hourly rates for different truck types and work schedules.
The solicitation does not explicitly indicate specific set-aside designations for disadvantaged enterprises, but does require vendors to be registered with the Department of Industrial Relations and maintain extensive insurance coverage, including general liability, automobile liability, and workers' compensation. The county reserves the right to award multiple contracts and allocate work as deemed most beneficial, with no guaranteed minimum work volume. The initial contract period will not exceed $705,000.00, with pricing structured around minimum four-hour daily charges and provisions for various billing scenarios. Vendors must provide detailed information about their fleet composition, operational capabilities, emergency response procedures, and current business licenses. The county will assess liquidated damages of $50 per hour for scheduling failures and maintains the right to terminate contracts for unsatisfactory performance, emphasizing a rigorous selection process that prioritizes operational reliability, safety, and service quality.
