About this opportunity
The State of Utah Division of Purchasing, conducting procurement on behalf of the State of Utah Division of Wildlife Resources, is requesting bids on herbicide products and aerial application services at Dugway Proving Ground under IFB, with bids due October 12, 2026 and all work to be completed by October 30, 2026.
The procurement will award a single contract to the lowest cost responsive and responsible vendor. The vendor must guarantee pricing through project completion; pricing adjustments require thirty days' notice with supporting market analysis documentation and are not confidential unless a formal Claim of Business Confidentiality is submitted with redacted and non-redacted versions.
All vendors must certify compliance with vendor prerequisites, acknowledge receipt of all solicitation materials and addenda posted on the Utah Procurement Portal (U3P), and submit responses electronically before the specified closing time. The question-and-answer period closes on a date specified in U3P; all inquiries must be submitted through that platform. Vendors must certify they are not engaged in economic boycotts or boycotts of Israel and are not providing forced labor products or services from restricted foreign entities.
The State reserves the right to conduct background checks on vendor employees and associates with access to secure facilities or sensitive data, and may hold interviews and presentations at its discretion. Award does not constitute a binding contract; only a fully executed purchase order or contract creates binding obligations, and vendors may not commence work until receiving an executed contract document. All materials submitted become property of the State of Utah and may be evaluated by designated committee members. Project maps and geographic information system files defining the treatment area are attached to the solicitation.
