About this file
Scope of Work Summary: Dugway Proving Ground Aerial Herbicide
This Scope of Work document outlines the aerial herbicide application services required by the State of Utah Division of Wildlife Resources, with procurement conducted through the State of Utah Division of Purchasing. The project requires the provision of herbicide products and aerial application services at Dugway Proving Ground. The contract must be completed by October 30, 2026, with the vendor required to guarantee pricing through project completion. The IFB is anticipated to result in a single contract award to the lowest cost responsive and responsible vendor.
The document establishes that vendor pricing must remain fixed and guaranteed throughout the entire contract performance period. No information regarding specific herbicide quantities, acreage to be treated, site visit requirements, bidder conference scheduling, or renewal options is detailed within the available file content. Funding sources and specific budget amounts are not identified in the provided documentation. The procurement structure indicates a straightforward competitive bidding process with award based on lowest cost combined with vendor responsibility and responsiveness criteria.

AERIAL HERBICIDE APPLICATION SPECIFICATIONS
Project: Dugway Proving Ground Aerial Herbicide Contract 2026
Description: Dugway Proving Ground is in need of an arial applicator capable of applying imazapic to 3,755 acres during the fall of 2026.
A recent shift in mandated management goals is necessitating cheatgrass reduction to prevent wildfires in several critical areas.
There are two areas being treated in this action, both areas are less than 6 miles from the main gate of Dugway and are within 2 miles from each other.
We would like the contractor to procure the herbicide and Methylated Seed Oil (MSO) for this action, and apply it at a rate of 6 ounces per acre. Plateau, Panoramic, Cadre, Nufarm Imazapic, and Impose are all suitable products for this action.
This action is associated with project # 7929 in the WRI Project Database.
Arial application timing and logistics will need to be carefully planned and coordinated due to the restrictive nature of the airspace on Dugway Proving Ground. Airspace will need to be scheduled in advance to accommodate. All individuals gaining access to Dugway Proving Ground will need to clear a background check and be US citizens.
All access and work should be Coordinated with Kalon Throop, 801-835-8366
Equipment: No drones are allowed to operate on this project. Only helicopter or fixed wing.
Contractor must provide all herbicide and surfactant.
Location: Dugway Proving Grounds (Tooele County, UT)
Acreage: Approximately 3,755 acres.
Pricing: Bids are to be submitted on a cost per acre basis.
Herbicide Rate: Plateau herbicide (BASF corp.) will be applied at 6 oz/acre in a minimum of 8 gallons of water/acre + 2 pints of Methylated Seed Oil (MSO) per acre. The contractor is responsible for supplying all herbicide, surfactant, and water.
GPS Technology: The aircraft must be equipped with a global positioning system that is used to establish lines for 100% coverage.
Application Dates: Between October 5 – October 23, 2026.
Timing: The contractor will be expected to begin spraying by 8:00 a.m. to avoid windy conditions and minimize drift. The government reserves the right to postpone the operation if wind speed exceeds 10 miles per hour.
DWR Assistance: The contractor will be responsible for providing necessary equipment and personnel to load and mix herbicide.
Questions should be submitted via BonfireHub.
