About this opportunity

The Pasco County Board of County Commissioners is issuing Invitation for Bid (IFB-BW-26-048) for dual check valve change out program services on an as-needed basis. This requirements contract, with no guaranteed minimum quantities, encompasses nine primary service categories including installation and replacement of AMR/AMI meters with endpoints (ranging from 3/4" to 2"), dual check valves, brass meter bodies, and backflow preventers for both potable and reclaim water systems, as well as endpoint removal and replacement, meter box replacement, retrofit installations, and labor-only tasks such as manual meter reading and service line material documentation. The successful contractor must be Florida-licensed, provide all labor, tools, materials, and equipment necessary to complete services, maintain adequate staffing with fully trained employees, designate an experienced superintendent, and furnish customer notification materials fourteen to thirty days in advance of work. The County will supply all dual checks, AMR/AMI meters, endpoints, and related components from the Shady Hills Warehouse in Spring Hill, Florida, with the contractor responsible for pickup and daily return of removed and unused items. Evaluation will be based primarily on lowest responsive and responsible bid, with the County reserving the right to award by individual line item to the lowest responsive bidder or to multiple vendors if deemed in the County's best interest. Work will be organized by demographic zones to minimize contractor travel time and performed Monday through Friday during regular County workdays with response times of three business days for non-emergency work, one hour for critical work, and four hours for emergency work. The bid submission deadline is February 24, 2026, at 1:30 p.m. ET with public opening at 2:00 p.m. ET the same day; written questions must be submitted by February 9, 2026, at 5:00 p.m. ET with responses posted by February 13, 2026; all bids must be submitted exclusively through the Bonfire platform at https://pascocountyfl.bonfirehub.com.

This procurement does not involve state funds, making local business preference applicable under Pasco County's Purchasing Ordinance; local businesses with a physical address in Pasco County or qualifying neighboring counties (Hillsborough, Pinellas, Polk, or Hernando) and operating there for at least twelve months may be given preference to match the lowest bid if within ten percent (or five percent for bids exceeding $1,000,000), provided they furnish a valid local business tax receipt at the time of submission. Vendors must register with the Florida Department of State Division of Corporations on SunBiz, comply with E-Verify requirements under the U.S. Department of Homeland Security and Florida Statutes Section 448.095(2), maintain a drug-free workplace program per Florida Statutes Section 287.087, and certify they are not debarred from submitting proposals to any Florida political subdivision or agency; additionally, contractors must complete a Human Trafficking Affidavit and disclose any interests in foreign countries of concern if contract value exceeds $100,000. The contract term extends from Pasco County Board of County Commissioners approval through February 6, 2029, with the County reserving the right to extend for two additional one-year periods under the same prices, terms, and conditions. The successful bidder must obtain certificates of insurance including workers' compensation, comprehensive general liability of at least $2,000,000 per occurrence, and comprehensive automobile and truck liability of at least $1,000,000 per occurrence with Pasco County named as additional insured, and must secure a performance and payment bond equal to 100% of work order value for orders exceeding $200,000. Pricing will be structured as "Net" all-inclusive labor rates with reimbursement for actual materials supported by supplier invoices, and bi-annual price adjustments may be approved based on the Consumer Price Index (CPI-U). The contract specifies liquidated damages of $100.00 per calendar day for failure to meet completion deadlines and includes a 365-day guarantee against defects due to faulty workmanship or materials.
