The primary objectives include conducting an assessment of cyber-related training needs, developing an executable plan for delivering cyber education and certification programs, and assisting in creating a comprehensive business plan for DSU-SOAR. Specific deliverables require the selected vendor to identify the size and scope of cyber education, training, and credentialing needs across organizations, businesses, agencies, and community groups. The RFP requires detailed proposal submissions that demonstrate the offeror's capability to perform the research and strategic planning tasks. Proposals must be submitted by September 9, 2022, at 5:00 PM, with all inquiries to be emailed to grantscontracts@dsu.edu using the subject line "RFP #DSU-2300001-SOAR". Evaluation criteria will likely focus on the vendor's research methodology, understanding of cyber training needs, and ability to develop actionable strategic plans.
No specific set-aside designations or restrictions on vendor types were explicitly mentioned in the available documents. DSU is seeking a consultant to provide comprehensive details about cyber training needs and potential program development, suggesting flexibility in approach and pricing. The contract term is set for one year, with an option to renew for an additional year upon mutual agreement. While the exact budget is not specified, the project involves a significant research and strategic planning effort focused on cyber education and training needs assessment across South Dakota, with potential regional implications. The scope suggests a desire for a thorough, data-driven approach to understanding and addressing cyber training market opportunities, indicating that DSU is looking for a highly qualified and innovative research partner to support their SOAR initiative.
