6.0 PROPOSAL EVALUATION AND AWARD PROCESS
6.1 After determining that a proposal satisfies the mandatory requirements stated in the Request for Proposal, the evaluator(s) shall use subjective judgment in conducting a comparative assessment of the proposal by considering each of the following criteria:
6.1.1 Specialized expertise, capabilities, and technical competence as demonstrated by the proposed approach and methodology to meet the project requirements;
6.1.2 Resources available to perform the work, including any specialized services, within the specified time limits for the project;
6.1.3 Record of past performance, including price and cost data from previous projects, quality of work, ability to meet schedules, cost control, and contract administration;
6.1.4 Availability to the project locale;
6.1.5 Familiarity with the project locale;
6.1.6 Proposed project management techniques; and
6.1.7 Ability and proven history in handling special project constraints.
6.2 Experience and reliability of the offeror's organization are considered subjectively in the evaluation process. Therefore, the offeror is advised to submit any information which documents successful and reliable experience in past performances, especially those performances related to the requirements of this RFP.
6.2.1 Limit submittal to 5 pages
Offeror shall provide a list of five current or former (select one or both) customers whom they have provided similar goods or services. The customer names, phone numbers and point of contact shall be included. Identify each customer with key personnel linked to similar past projects. The State may contact these references to evaluate the offerors’ past performance. Offerors who do not provide a minimum of five references may be considered non-responsive and eliminated from further consideration.
6.3 The qualifications of the personnel proposed by the offeror to perform the requirements of this RFP, whether from the offeror's organization or from a proposed subcontractor, will be subjectively evaluated. Therefore, the offeror should submit detailed information related to the experience and qualifications, including education and training, of proposed personnel as indicated below.
Limit submittal to __15__ pages Vendors shall provide an organizational chart specific to the personnel assigned to accomplish the work called for in this RFP, illustrate the lines of authority, designate the individual responsible and accountable for the completion of each component and deliverable of the RFP. Vendors shall provide a narrative description of the organization of the project team and a personnel roster which identifies each person who will actually work on the contract and provide the following information about each person listed:
· title,
· relevant work history,
· performance or duties on previous projects
· location(s) where work will be performed, and
· detailed information on the service and support systems which are available to the University as a client
The individual members of the evaluation committee will rate each of the above criteria for each vendor’s proposal on a scale of 1 to 10. The scaled rating multiplied by the weight will provide the weighted score for each criterion. The sum of the weighted scores for each proposal will result in a total weighted score from each member of the evaluation committee. The total weighted scores of all evaluators will be summed to determine an average total weighted score for each proposal. A ranking, from highest score to lowest score, will be made based on the average total weighted score for each proposal.
The University provides the above weights to advise the vendor of the relative importance assigned to the criteria. The scaled scoring is provided as an aid to the evaluators in assigning a tangible expression of their assessment relative to each criterion and to identify deficiencies and weaknesses. Based upon the results of the scoring DSU may seek clarifications from all vendors in the competitive range. The competitive range shall include all offers receiving both a minimum score of 360 points in the evaluation AND, at the sole discretion of the evaluation team, achieving a score high enough to remain under consideration for award when ranked with other offers received. This is not a strict mathematical formula and may not be challenged on that basis except in the case of obvious arithmetic errors.
The University may, at its discretion, request oral and/or written clarifications, or conduct oral and/or written discussions with some or all vendors from the date of RFP closing to the time of issuance of the Notice of Intent to Award. DSU reserves the right to make contract award without requesting clarification and/or discussions. Therefore, each initial proposal shall contain the vendor’s best terms from a price and technical standpoint.
6.4 The State reserves the right to reject any or all proposals, waive technicalities, and make award(s) as deemed to be in the best interest of the State of South Dakota.
6.5 Award: The requesting agency and the highest ranked offeror shall mutually discuss and refine the scope of services for the project and shall negotiate terms, including compensation and performance schedule.
6.5.1 If the agency and the highest ranked offeror are unable for any reason to negotiate a contract at a compensation level that is reasonable and fair to the agency, the agency shall, either orally or in writing, terminate negotiations with the contractor. The agency may then negotiate with the next highest ranked contractor.
6.5.2 The negotiation process may continue through successive offerors, according to agency ranking, until an agreement is reached, or the agency terminates the contracting process.
7.0 COST PROPOSAL
The Offeror must provide a detailed cost proposal including all aspects of the RFP. The cost proposal should include but not be limited to the following:
Provide the cost proposal including any variable costs that might be included as part of your proposal.
