About this opportunity
The City of Detroit Office of Contracting and Procurement on behalf of the Police Department is requesting proposals for janitorial and custodial services at the Detroit Detention Center under RFQ DSS#2, with quotes due August 14, 2026 at 4:00 p.m. EST. This solicitation is restricted to approved DSS#2 Janitorial/Custodial Suppliers — a mandatory eligibility gate that filters the vendor pool.
The scope covers on-site cleaning services across three buildings (100, 200, and 500) at 17601 Mound Road, Detroit, operating 24/7 with daily cleaning performed during 8 a.m.–4 p.m. (morning) and 4 p.m.–midnight (afternoon) shifts. Cleaning frequency is every two hours. Labor is structured as an hourly rate applied to 34 hours daily across all locations, seven days per week, 52 weeks per year. Vendors must supply all commercial-grade cleaning supplies meeting OSHA requirements and provide staffing levels ranging from one supervisor and one employee for three hours (Building 100) to eight employees for eight hours per shift (Building 500). All contract employees must be bonded and possess security clearances through the Michigan Department of Corrections and/or Detroit Police Department.
The contract term runs through July 31, 2027, with one optional one-year renewal subject to Detroit City Council approval. Pricing must be quoted on an all-inclusive basis covering labor, overhead, equipment, supplies, and materials. Vendors must demonstrate a minimum of five years of commercial custodial services experience at similar scope and scale, maintain Worker's Compensation insurance with Michigan statutory limits, Commercial General Liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, and Automobile Liability insurance of $1,000,000 minimum combined single limits. Respondents must submit three references from the past five years, organization charts, employee lists, proof of bonding, and three years of financial statements. The City reserves the right to make one or multiple awards and to reject bids, cancel the solicitation, or terminate for convenience with 30 days' written notice. Bids cannot be withdrawn for 120 days from submission. Submission is through the Bonfire procurement portal.
