About this file
This is a bid sheet and detailed specifications document for janitorial and custodial services at the Detroit Detention Center, submitted by the City of Detroit Police Department's General Services Department, Building Services Division. The City seeks a qualified vendor to provide on-site janitorial services across three buildings (Building #100, Building #200, and Building #500) located at 17601 Mound Road. Services include daily cleaning operations, weekly maintenance tasks, monthly deep cleaning, quarterly treatments, and semi-annual to annual specialized cleaning. The contract requires extensive daily cleaning performed between 8 AM–4 PM (morning shift) and 4 PM–12 AM (afternoon shift) across a 24/7 operational facility, with staffing levels ranging from one supervisor and one employee for three hours (Building #100) to eight employees for eight hours per shift (Building #500, the largest facility). All contract employees must be bonded and have completed security clearances through the Michigan Department of Corrections and/or Detroit Police Department.
The bid sheet specifies labor requirements totaling 34 hours daily across all locations at a base rate to be quoted by vendors. Pricing is structured as an hourly rate multiplied by hours per day, number of employees, days per week (7), and weeks per year (52), with separate line items for additional service calls furnished with consumables and emergency cleanup services. Vendors must supply all commercial-grade cleaning supplies meeting OSHA requirements, including paper products, trash bags, soaps, disinfectants, floor care products, and carpet cleaning solutions, with a detailed monthly consumption schedule provided. The supplies list includes estimated monthly quantities but pricing is left blank for vendor quotation. This solicitation is restricted to approved DSS#2 Janitorial/Custodial Suppliers, and the contract allows for minor modifications to cleaning procedures with written approval from the Building Services Manager.
