About this opportunity

The Rhode Island Department of State Planning (RIDSP) is seeking a contractor to update the state's Freight Plan through a competitive Request for Proposal (RFP26006118) issued on November 24, 2025. The procurement consists of two primary components: a Freight Commodity Flows and Forecast analysis and a Statewide Truck Parking Assessment. The first component requires a comprehensive investigation of goods movement into, out of, through, and within Rhode Island for current conditions and 2050 projections, while the second component demands an assessment of commercial vehicle parking shortages, existing facility inventories, potential solutions, and implementation strategies. Proposals must address technical challenges related to accessing proprietary freight data and utilizing advanced analytical methods to assess commodity flow and truck parking changes since 2022. The RFP requires vendors to submit technical proposals, cost proposals, ISBE participation plans, and supplemental bidder attestation forms electronically through Ocean State Procures by December 29, 2025, at 10:00 AM EST. The vendor Q&A period runs from November 24, 2025, at 10:15 AM EST through December 10, 2025, at 2:00 PM EST, with the initial contract period anticipated to begin around January 1, 2026, for nine months and potential renewal for an additional 12 months.

The solicitation includes specific set-aside provisions for Minority Business Enterprises (MBEs), Women Business Enterprises (WBEs), and Disability Business Enterprises (DisBEs), with vendors being scored on their proposed ISBE utilization rate. Vendors must maintain specific insurance coverage, including $1,000,000 in general liability, $100,000 in workers' compensation, $1,000,000 in automobile liability, and $2,000,000 in professional liability/errors and omissions. Cost evaluation will be conducted using a proportional scoring method where the lowest cost proposal receives 100 percent of available points. While no incumbent vendor is specified, the State reserves the right to award based on cost alone, reject any or all proposals, or cancel the solicitation at its discretion. Vendors must be registered in Ocean State Procures prior to submission and should be prepared to demonstrate technical expertise in freight flow analysis, truck parking infrastructure assessment, and predictive modeling for transportation logistics.

Opportunity text

RIDSP is seeking assistance with two components of the freight plan update. The first is the Freight Commodity Flows and Forecast to investigate the movement of goods coming into, leaving, passing through, circulating within Rhode Island both currently and in 2050 (estimates). The second component, the Statewide Truck Parking Assessment, concerns issues related to parking shortages for commercial vehicles, an inventory of existing facilities in and around Rhode Island, some possible solutions, and a strategy for implementation to overcome adverse effects on the economy. The proposals submitted in response to this RFP should address all technical issues related to access to proprietary freight data and use of analytic methods to assess changes in commodities flows and truck parking considerations since 2022 as well as changes to anticipated values for 2050.
