About this opportunity

The Board of Regents of the University System of Georgia is requesting qualifications and fee proposals for design-build services on Project J-472, Utilities Upgrades Phase 1 at Dalton State College in Dalton, Georgia, with Statements of Qualifications due August 27, 2026 by 2:00 p.m. and a mandatory pre-proposal site visit on September 10, 2026.

The scope encompasses replacement and upgrade of underground utility systems across the main campus, including replacement of deteriorating clay sanitary sewer lines, aging ductile iron water lines, stormwater infrastructure upgrades, and sidewalk and ramp improvements to achieve ADA compliance. Work will occur in phases with minimal disruption to campus operations. The Design-Builder is responsible for all preconstruction services, methods of construction, safety, scheduling, and coordination of work. Design services are anticipated to commence in Fall 2026 with construction documents completed by Summer 2027, contingent on funding availability.

The estimated Guaranteed Maximum Price is $4,382,100, with a preliminary stated cost limitation of $4,050,000, subject to revision based on final programmatic requirements and funding availability. A projected Design-Build fee of $1,231,000 is indicated based on a $46 million GMP as shown in the cost proposal exhibits.

Minimum qualifications require a valid Georgia General Contractor's license, current bonding capacity equal to or exceeding the stated cost limitation, adequate insurance coverage, cash flow with a current ratio of 1.0 or higher, an Experience Modification Rate of 1.2 or less, and certification of non-debarment from state or federal contracting. Selection follows a multi-step process: firm stability (25%), relevant project experience and qualifications (45%), and suitability for the project (30%). Fee proposals are due October 1, 2026 by 2:00 p.m., with finalist interviews on October 2, 2026 weighted 50% on team experience and qualifications, 25% on proposed management plan, and 25% on team communications and problem-solving ability. Only the fee proposal from the highest-ranked firm will be opened following interviews. Respondents must comply with Georgia's Security and Immigration Compliance Act and reciprocal preference law for Georgia resident businesses, and are encouraged to engage minority-owned, woman-owned, and small business enterprises as subcontractors and suppliers.
