About this opportunity

The Florida Department of Financial Services, Division of State Fire Marshal, is issuing an Invitation to Bid (ITB # 2425-03 ITB FM) for comprehensive drinking water treatment and wastewater treatment plant operations and maintenance services at the Florida State Fire College in Ocala, Marion County. The procurement seeks a qualified contractor to operate a non-transient, non-community Public Water System and wastewater treatment plant, requiring a Class C (or higher) licensed drinking water and/or wastewater treatment plant operator. Key deliverables include sampling, testing, monitoring, reporting, and maintenance of water and wastewater treatment facilities, with full responsibility for labor, parts, equipment, and compliance with Department of Environmental Protection regulations, Florida Statutes, and local requirements. The contract will have an initial three-year term with potential for up to three additional years of renewals. A mandatory pre-response conference is scheduled for May 5, 2025, at 9:00 AM, with responses due by June 3, 2025, at 3:30 PM. The anticipated contract start date is July 1, 2025, and pricing will be evaluated based on the lowest responsive bid, structured as a fixed-rate plus cost contract with monthly pricing for water treatment and maintenance services.

The solicitation appears to have potential award preferences for minority business enterprises and veteran business enterprises, suggesting set-aside or preference considerations for these types of vendors. The contract will be competitively bid with a focus on comprehensive service provision, including emergency service calls and repairs at additional hourly rates. While no specific incumbent vendor is mentioned, the procurement indicates a structured approach to water and wastewater treatment services that requires significant technical expertise and regulatory compliance. The contract seems designed to provide flexible, comprehensive water treatment services with potential for multi-year engagement. Although specific budget ranges are not explicitly stated in the provided documents, the contract's structure suggests a substantial investment in ongoing water and wastewater treatment operations. Potential respondents will need to demonstrate significant operational capabilities, licensing credentials, and the ability to meet strict environmental and regulatory standards for water treatment facility management.
