About this opportunity
The State of New Mexico is requesting proposals for drilling services associated with geothermal wells and facilities under its Energy Conservation and Management Oversight program, with proposals due August 11, 2026.
The scope encompasses drilling, completion, and maintenance of geothermal wells along with associated infrastructure development. The RFP establishes 157 line items requiring unit pricing across a comprehensive range of services: derrick rig operations, mobilization and standby costs, wellhead support systems, coiled tubing operations, cementing equipment and materials, wireline services including perforating and logging, fiber optic installation, packer and tubing work strings, heavy equipment rental, drilling rig services, field personnel, vehicle transportation, fluid sampling and analysis, core drilling operations, and laboratory testing. Bidders must provide pricing for each line item in specified units of measure but may not modify quantities, units, item descriptions, or add or delete items. Approximate quantities provided are estimates only and do not establish definite quantity commitments.
Bidders must demonstrate relevant experience with geothermal drilling operations and expertise in geothermal drilling techniques specific to New Mexico geological conditions. Equipment specifications require modern, well-maintained drilling rigs with capacity appropriate for geothermal well depths. Contractors must meet bonding requirements, liability insurance minimums, demonstrate financial capability to sustain operations throughout the contract period, maintain appropriate licensing and certifications, and comply with environmental and safety regulations applicable to geothermal development in New Mexico.
The procurement may include set-asides for small businesses or minority-owned enterprises in accordance with state policy. The contract term extends for the duration of the geothermal development project with potential renewal or extension options. Funding is provided through New Mexico's energy conservation and management budget. Mandatory site visits to assess drilling locations and geological conditions are required, with bidders' conferences scheduled to clarify technical specifications and answer contractor questions.
