About this file
This is an amendment to an Invitation to Bid issued by the State of New Mexico General Services Department Purchasing Division for drilling services associated with geothermal wells and facilities under the Energy Conservation and Management Oversight program. The amendment, designated as Amendment No. Two and dated August 11, 2026, extends the bid opening date from August 11, 2026 to August 25, 2026. The scope of work encompasses 157 line items requiring unit pricing across a comprehensive range of services including derrick rig operations, mobilization and standby costs, wellhead support systems, coiled tubing operations, cementing equipment and materials, wireline services, fiber optic installation, packer and tubing work strings, heavy equipment rental, field personnel, vehicle transportation, fluid sampling and analysis, core drilling operations, and laboratory testing. Bidders must acknowledge receipt of this amendment; those who have already submitted electronic bids must resubmit their proposals to comply with the amendment requirement, as bids automatically convert to "in progress" status and will not be accepted without resubmission. Electronic bidding is conducted through https://bids.sciquest.com/apps/Router/PublicEvent?CustomerOrg=StateOfNewMexico.
Bidders may not modify quantities, units, item descriptions, or add or delete items from the specified line items. Approximate quantities provided are estimates only and do not establish definite quantity commitments. Contractors must demonstrate relevant experience with geothermal drilling operations specific to New Mexico geological conditions, maintain modern and well-maintained drilling rigs with appropriate capacity, meet bonding requirements and liability insurance minimums, demonstrate financial capability to sustain operations throughout the contract period, and comply with environmental and safety regulations applicable to geothermal development in New Mexico. The procurement may include set-asides for small businesses or minority-owned enterprises in accordance with state policy. Funding is provided through New Mexico's energy conservation and management budget, and the contract term extends for the duration of the geothermal development project with potential renewal or extension options.
