About this opportunity

The Minnesota Department of Public Safety, specifically the Minnesota State Patrol, is seeking lodging services for a Drug Recognition Expert (DRE) Training event in Brainerd, Minnesota. The procurement requires thirteen standard single occupancy rooms for two distinct periods: five nights from May 4th to May 9th, 2025, and four nights from May 11th to May 15th, 2025. The hotel must be located within 5 miles of 304 Laurel St. in Brainerd and include thirteen parking spots for each stay period. Key requirements include providing clean, well-maintained facilities with adequate security. The solicitation was posted on April 24, 2025, with bid responses due by May 1, 2025, at 4:00 PM Central Time through the SWIFT Supplier Portal. Evaluation criteria include geographic proximity, facility quality, and ability to meet the specified lodging and parking requirements. The contract term is set from May 2, 2025, to May 2, 2026, with a potential 12-month extension option.

The procurement emphasizes diversity and inclusion, offering preferences for Minnesota-based small businesses owned by minorities, women, veterans, and individuals with substantial physical disabilities. Vendors must be registered as either a bidder or supplier in the SWIFT system and must complete a Responder Declarations form that includes certifications regarding response contents, non-collusion, and organizational conflicts of interest. Veteran-owned businesses can receive up to a 12% preference on the first $2,000,000 of the bid. The estimated total contract value ranges between $15,000 to $20,000 for one year, though this is not a guaranteed minimum or maximum amount. The state reserves the right to award the contract to a single or multiple responders based on what best serves the state's interests. Contractors are instructed not to add sales tax to their pricing, as state agencies hold a Direct Payment Authorization Letter. The contract will be awarded on an "all or none" basis, with pricing to include all inherent costs such as duties, permits, licenses, taxes, overhead, and insurance.
