About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Kentucky Department of Parks, issued Request for Bid (RFB) 758 2400000324 for the procurement of draperies, bedding, and related window treatments for ten 2-bedroom cottages (401-410) at Jenny Wiley State Resort Park located at 75 Theatre Court, Prestonsburg, Kentucky in Elliott County. The solicitation requires bidders to provide complete fabrication and installation services for 20 pairs of pinch pleat draperies measuring 108" x 56", 50 pairs measuring 42" x 56", 10 valances at 32" x 10", 10 aluminum blinds at 27" x 38", and 48 full-length tailored bed skirts measuring 54" x 80" x 14" deep, with removal and disposal of existing hardware and draperies included in the scope. Specified materials must include Fabricut Contract fabric in Premier pattern, Biscuit color with Roc-Lon white lining, Kirsch hardware in bronze and gold finishes, and Bali aluminum blinds in Alabaster, with bidders permitted to propose alternate brands only if accompanied by sufficient descriptive literature demonstrating equivalency. Installation is anticipated to occur 8 to 12 weeks after receipt of materials and must be coordinated with park management to minimize guest inconvenience. Pricing shall be submitted on a per-cottage basis for draperies, valances, and blinds, and per-unit basis for bed skirts, with all costs quoted as FOB Destination Freight Prepaid and inclusive of materials, labor, measuring, and installation services, exclusive of Kentucky sales tax and federal excise tax. The evaluation methodology employs a best value approach allocating 90 points to price and 10 points to bidder experience (measured in years and capped at 50 years), with the lowest-priced compliant bid receiving maximum price points. The original bid closing date of January 18, 2024 at 1:30 PM ET was extended via Addendum 1 to January 19, 2024 at 1:30 PM ET, with written questions having been due January 11, 2024 by 10:00 AM ET, and site visits encouraged and arranged through Park Manager Trinity Shepherd at 606-889-1790.
The Commonwealth reserves reciprocal preference for Kentucky resident bidders and extends preference designations to qualified entities including Kentucky Correctional Industries (20 percent preference), Kentucky Industries for the Blind, and certain nonprofit organizations serving individuals with severe disabilities (15 percent preference), with resident bidder status requiring one year of prior Kentucky corporate income tax filing, unemployment insurance payments, and active workers' compensation coverage. Bidders must be pre-registered in the Vendor Self Service System at https://vss.ky.gov with registration requiring 24-48 hours for completion, and all bids must be submitted electronically through the Commonwealth's eProcurement system, with paper bids deemed non-responsive. Successful bidders must maintain Contractor's General Liability Insurance of $1,000,000 per occurrence and $2,000,000 aggregate, provide a Certificate of Insurance prior to award, and furnish a one-year 100 percent replacement guarantee covering defects in material, labor, and installation. No specific incumbent vendor or current contractor is identified in the solicitation documents, and no specific funding amount or budget range is stated; however, the Commonwealth reserves the right to cancel the RFB if responses exceed available funding. Contact for procurement inquiries is Keith Srutowski at 502-564-7007, with billing directed to Parks Purchasing Division, 500 Mero Street, 5th Floor, Frankfort, Kentucky 40601, and product delivery to Jenny Wiley State Resort Park, 75 Theatre Court, Prestonsburg, Kentucky 41653-9799.
