About this opportunity
Broward County is soliciting bids on an open-end contract for drainage and sewer infrastructure maintenance at Port Everglades Department, with bids due July 23, 2026. The solicitation is reserved for County Business Enterprise (CBE) firms, though both CBEs and non-CBEs may respond; if no eligible CBE meets the lowest-price threshold, award may go to a non-CBE with a minimum 25% CBE participation goal. Award will be made to the lowest responsive, responsible bidder; a CBE bid may exceed the lowest non-CBE bid by up to 10% for contracts under $3 million or 5% for contracts exceeding $3 million.
The scope encompasses cleaning and vacuuming approximately 900 stormwater structures, approximately 300,000 linear feet of drainage pipes, sewer lines, and manholes, with soft digging utilities when required. Contractors must demonstrate minimum three years of satisfactory performance on comparable projects. Unit pricing must include all labor, materials, travel, fuel, shipping, and incidentals on F.O.B. Destination terms. A $75,000 annual pass-through allowance covers permits and dumping fees (reimbursed at actual invoiced cost with no markup). The contractor must perform at least 95% of total contract price itself without subcontracting or outsourcing, except for CBE participation commitments; CBE-certified vendors must ensure 85% of services are performed by CBE firms.
Vendors must hold either a Florida or Broward County Underground Utility and Excavation Contractor license at submittal. Port Everglades access requires Transportation Worker Identification Credentials (TWIC) for unescorted access to designated secure areas, plus restricted access badges and dockside parking permits. The initial contract runs one year from award, with four optional one-year renewal periods; no price increases allowed during the initial term, though vendors may request increases for renewals limited to CPI or PPI change. Mandatory bonding includes a 5% bid bond and 100% performance and payment bonds for the then-current annual contract term.
All responses must be submitted electronically through BPRO by July 23, 2026. A virtual pre-bid conference is scheduled for July 15, 2026 at 9:30 a.m. via Microsoft Teams (optional attendance). Vendors must submit the Vendor Questionnaire, Subcontractors/Subconsultants/Suppliers listing, Litigation History Form, Anti-Human Trafficking Affidavit, Location Certification, and proof of insurance with their response or within three business days of County request; failure to submit renders a vendor nonresponsive.
