About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Division of Waste Management, is requesting bids for Draeger and Honeywell replacement parts, calibration gases, repair services, and technician training for portable air monitoring equipment used by the Emergency Response Branch, with bids due August 4, 2026 at 1:30 p.m. ET. A mandatory geographic restriction applies: the awarded vendor must maintain a physical presence within 90 miles of Frankfort, Kentucky (area code 40601) to support hand delivery, equipment servicing, and rapid response operations critical to emergency preparedness.
The scope encompasses 40 line items including RAE Systems sensors (oxygen, chlorine, hydrogen cyanide, photoionization detector, and radiation sensors), Draeger sensors (PID, sulfur dioxide, combustible gas, chlorine, oxygen, hydrogen cyanide, and dual carbon monoxide/hydrogen sulfide sensors), calibration gases from both manufacturers or approved alternates meeting specifications, SPM Flex chemcassettes, a two-day RAE Systems certified technician training course yielding a 15–20% discount on subsequent service calls and parts, and standardized meter calibration at $125 per meter. Estimated annual quantities are stated for reference and represent no guaranteed minimum. All bidders must provide unit costs and line totals for all line items; multiple bids per item are not permitted except for tier pricing.
The initial contract term is one year from award with four optional one-year renewals by mutual written agreement. Award will be made on a best value basis: price is scored on a 100-point scale with the lowest-priced bid receiving maximum points and other bids scored proportionally; vendor location is a pass/fail requirement. Kentucky resident bidders receive reciprocal preference equal to preferences given by nonresident bidders' home states, and qualified bidders (including Kentucky Industries for the Blind and nonprofit agencies serving individuals with severe disabilities) receive a 15% preference on maximum points. Pricing must be quoted F.O.B. Destination Freight Prepaid and Allowed, excluding federal excise tax and Kentucky sales or use tax. No price increases are permitted during the first 12 months; thereafter, increases require written justification based on industry-wide price changes and Commonwealth approval. Price decreases must be reflected immediately. Vendor questions are due July 21, 2026 at 1:30 p.m. ET, with Commonwealth responses provided by July 28. Prior to award, the successful bidder must submit proof of Kentucky tax registration, required affidavits, and a Certificate of Insurance with Commercial General Liability coverage of at least $1 million per occurrence and $2 million aggregate, plus Automobile Liability Insurance of $1 million combined single limit if applicable. All bids must be submitted electronically through the Commonwealth's eProcurement system; vendors must be registered in the Vendor Self Service System at least 24–48 hours before submission. Direct inquiries to Angie Johnson at 502-564-6194.
