About this opportunity
The San Francisco Department of Public Health is issuing an RFQ (SFGOV-0000011976) to establish unranked prequalified vendor lists for as-needed technical assistance and consulting services supporting the San Francisco Health Network, Behavioral Health Services, and Population Health Division, with responses due October 6, 2026 at 2:00 PM PT and questions due September 8, 2026. This is a reissue of RFQ 0000009871; vendors who qualified under the original solicitation remain qualified and need not resubmit unless they choose to do so. The reopened prequalified lists expire March 20, 2029.
Respondents may qualify for one or more of four service categories: Public Health Grant and Research Development; Public Health Organizational Development, Technical Assistance and Training; Public Health Program Evaluation and Community Needs Assessment; and Public Health Program Implementation and Project Management. Category 1 requires expertise in grant identification, grant writing, research design, and data analysis across 16 public health domains including behavioral health, epidemiology, biostatistics, aging, transgender health, HIV prevention, and environmental health. Category 2 requires demonstrated ability in organizational development, training delivery, and technical assistance to public health workers. Category 3 requires expertise in program evaluation methodologies and community needs assessment. Category 4 requires a bachelor's or master's degree in public health or related field plus project management certification or three years of project management experience in public health.
All respondents must submit customer certification forms demonstrating prior successful service delivery to public health organizations and complete minimum-qualifications forms. The RFQ mandates Local Business Enterprise (LBE) program compliance with 10% rating bonuses for Small/Micro-LBEs on contracts valued between $20,000 and $10 million. Non-profit respondents receiving $250,000 or more annually in City funds must comply with Chapter 12L provisions. All vendors must be registered with the City, comply with Minimum Compensation Ordinance and Health Care Accountability Ordinance requirements, and execute a Business Associate Agreement for HIPAA compliance.
Upon task-order issuance, DPH will conduct competitive mini-RFPs among qualified vendors. Task orders may extend up to nine years with renewal options. Pricing will be negotiated on a project-by-project basis, structured as deliverable-based or cost/time-and-materials per City direction. No single incumbent is identified.
