About this file

This is an Insurance Requirements document for the City and County of San Francisco establishing mandatory coverage specifications for contractors providing services to the municipality. The document outlines comprehensive insurance requirements applicable to contractors across various service categories, with specific provisions for organizations serving vulnerable populations such as minors and the elderly. The insurance requirements are subject to review and revision by the City's Risk Manager based on the risk profile associated with the contracted services. Contractors must maintain all required coverage throughout the full contract term and provide certificates of insurance prior to commencing work. Coverage must be provided by insurers with ratings of A-, VIII or higher that are authorized to operate in California.

The required insurance coverages include Commercial General Liability with minimum limits of $1,000,000 per occurrence including Abuse and Molestation coverage where applicable; Commercial Automobile Liability at $1,000,000 per occurrence; Workers' Compensation at statutory amounts with Employers' Liability limits of $1,000,000; Professional Liability at $1,000,000 per claim; Technology Errors and Omissions Liability at $5,000,000 per claim covering network security and malicious software incidents; Cyber and Privacy Insurance at $20,000,000 per claim covering confidential and personal information theft or dissemination; and Pollution Liability Insurance at variable limits per occurrence. All policies must name the City and County of San Francisco as Additional Insured, provide primary coverage, and include appropriate endorsements. Contractors must provide thirty days' advance notice of cancellation or non-renewal, maintain claims-made coverage for three years post-expiration, and ensure subcontractors carry equivalent coverage. Payment requests will be suspended if required insurance lapses, and the City may terminate the agreement if coverage is not reinstated.
