About this file
This is a Green Purchasing Criteria document issued by the City and County of San Francisco establishing environmental and sustainability requirements for all purchases made with City funds. The document, last updated February 22, 2021, applies to San Francisco City Departments and covers purchasing standards across multiple product and service categories including art supplies, automotive vehicles and fluids, building supplies and services, cleaners, cleaning supplies, electronics, food and foodware, landscaping, lighting, office supplies, paints and coatings, and personal care items. The criteria establish both required minimum standards that must be adhered to for any City-funded purchases and suggested best practices. Required standards address critical environmental concerns such as zero-emission vehicle specifications, limits on volatile organic compounds (VOCs), prohibitions on certain hazardous chemicals, recycled content requirements, and mandatory third-party certifications from recognized programs including Green Seal, UL EcoLogo, EPA Safer Choice Program, and Cradle to Cradle. The document references external resources including SFApproved.org for product lists and specifications, various ordinances and regulations, and specific industry standards for different product categories.
The purchasing criteria establish mandatory compliance benchmarks rather than pricing structures, requiring vendors and City staff to verify product certifications and ingredient compliance at the point of purchase. No contract term, renewal options, award dates, or bidding procedures are specified in this document, as it functions as a standalone purchasing policy applicable across all City procurement activities. The criteria emphasize pollution prevention, worker safety, and public health by restricting antimicrobial ingredients, requiring closed-loop collection systems where feasible, mandating integrated pest management approaches, and prohibiting specific toxic chemicals such as methylene chloride and quaternary ammonium compounds. The document includes exceptions for circumstances such as carpet patch replacements, historic preservation requirements, and limited-use motor oil specifications, allowing flexibility while maintaining environmental standards.
