About this file
This is a Minimum Qualifications Form for Category 1 of a Request for Qualifications (RFQ) issued by the City and County of San Francisco Department of Public Health for the establishment of a prequalified list of vendors to provide as-needed technical assistance and consulting services. The RFQ seeks subject matter experts qualified to identify funding opportunities, write grant applications, design research projects, and collect and analyze data on public health-related policies, programs, topics, and research areas. The minimum qualification requirements are mandatory; responders who fail to meet these requirements will be deemed non-responsive and will not advance to subsequent evaluation stages.
Qualified responders must demonstrate expertise across a comprehensive range of public health domains, including behavioral health, chronic disease prevention, epidemiology, biostatistics, demography, economics, aging, transgender health, HIV prevention and services for high-risk populations, sexually transmitted infections, hepatology, community health prevention programs, primary care, environmental health, and qualitative research methods. This prequalified list structure allows the Department of Public Health to procure technical assistance and consulting services on an as-needed basis from a roster of pre-vetted vendors without requiring individual competitive solicitations for each project or task order.
