About this opportunity

The City of Springfield is requesting sealed bids for construction of underground ducts and vaults, installation of telecommunications fiber, and associated work on the Downtown Springfield Telecommunications Fiber Project, with bids due October 8, 2026 at 3:00 p.m. A pre-bid meeting and site tour are scheduled for October 1, 2026 at 10:00 a.m. at the Lane Council of Governments office in Eugene. Federal funding eliminates reciprocal preference for Oregon resident bidders.

Bidders must hold Oregon Construction Contractors Board licensure as commercial general contractors (Level 1) and comply with Oregon prevailing wage requirements using January 6, 2026 rates for Lane County as modified by the February 18, 2026 amendment. The City will furnish a 20,000-foot reel of Commscope 144 count loose-tube, light armored, gel-free fiber (part number D-144-LA-8W-F12NS); all other parts and materials must be supplied by the contractor. The Base Bid encompasses Segments 2 and 3 at 201 S. 18th Street, Springfield, Oregon. Segment 6 constitutes an Alternate Bid that may be added to the Base Bid at contract award or within 60 days of award.

Bid security of at least 10 percent of the bid amount is required, and successful bidders must furnish 100 percent performance and payment bonds. Award will be made to the lowest responsive and responsible bidder, subject to a seven-day protest period and City Council approval for contracts exceeding the City Manager's approval threshold. First-tier subcontractors meeting disclosure thresholds must be identified within two working hours of bid closing. The contract is subject to the Oregon Standard Specifications for Construction (2024 edition) and requires compliance with Byrd anti-lobbying requirements and System for Award Management debarment checks. Addendum One, issued October 1, 2026, revised Traffic Control Plan drawings and specified fiber supply; bidders must acknowledge receipt of this addendum on the Bid Form.
