About this file

This is an Addendum One document issued by the City of Springfield for the Downtown Springfield Communications Fiber Project, modifying the Special Provisions and Specifications for the underlying construction contract. The addendum addresses two primary modifications to the original contract requirements. First, the City of Springfield will furnish the contractor with a 20,000-foot reel of Commscope 144 count loose-tube, light armored, gel-free fiber (part number D-144-LA-8W-F12NS) for use in the project, with the contractor required to return any unused fiber upon project completion; all other parts and accessories must be furnished by the contractor. Second, a revised Traffic Control Plan drawing prepared by the City's consulting engineer replaces pages 178 to 189 of the original Special Provisions and Specifications. The addendum was issued on October 1, 2026, and all bidders were required to acknowledge receipt of this addendum in the space provided in item C on page 1 of the Bid Form.

The revised Traffic Control Plan drawings included in the addendum provide detailed standards for work zone traffic control, intersection work zone details, signalized intersection details, and accessible routes with temporary pedestrian detours. These technical drawings establish requirements for temporary traffic control devices, lane closures, taper lengths, buffer zones, sign placement, pedestrian facilities, and ADA-compliant detours. The specifications reference Oregon Standard Drawings and Specifications effective June 1, 2026 through November 30, 2026, and indicate that all materials and design must comply with current Oregon Standard Specifications and generally accepted engineering principles under the responsibility of a registered professional engineer.
