About this opportunity

The State of Maine Department of Administrative and Financial Services, Bureau of General Services, Division of Purchases is requesting quotations on Douglas Steering Column Assemblies (Neopart #OJ1201036, Alternate #9204031-SA) and Dialight Emergency Light Assemblies in green (Neopart #QL1504006, Dialight #40131 GB) for delivery to Limestone, Maine, with quotations due June 22, 2016 at 2:00 p.m. Eastern Standard Time. The procurement is on behalf of the Maine Military Authority.

Projected purchase volumes are 20 steering column assemblies and 80 emergency light assemblies, with no guaranteed minimum or maximum quantities. Quotations must be submitted through the State of Maine's e-Procurement system (AdvantageME/Vendor Self Service) using the provided Excel template with unit prices marked as "0" for electronic submission. All bid prices must include freight and delivery charges to the destination and represent fixed contract prices for orders and deliveries of any quantity, unless specific delivery price constraints are negotiated.

The contract term runs from June 22, 2016, through June 21, 2017, with two optional one-year renewal periods subject to funding availability and satisfactory performance. Award will be made on a best-value basis considering product conformity, delivery dates, and bidder economic impact on Maine's economy. Bidders with the largest economic impact values may receive up to a 10 percent reduction in their total evaluated bid price for contracts with potential values exceeding $100,000.

Bidders must submit company registration, manufacturer information, payment terms, FOB destination unit price, lead times, country of final assembly, and evidence of Buy American Act conformance. Screening through the federal Excluded Parties List System is required. Bidders must also indicate Massachusetts Supplier Diversity Office-certified Disadvantaged Business Enterprise status and the percentage of United States-origin subcomponents. Product samples for evaluation at the contractor's expense and Certificates of Conformance to OEM standards may be required. The State maintains tax-exempt status; quotations should exclude federal, state, and local taxes and reflect net 30 payment terms.
