About this opportunity
The Louisiana Department of Transportation and Development (DOTD) is soliciting bids on steel grid deck panels for the Abbeville Bypass Vertical Lift Bridge (Project 009460) in Vermilion Parish, with bids due September 23, 2026 at 10:00 a.m. CST. Build America, Buy America Act (BABA) compliance is mandatory — all iron, steel, manufactured products, and construction materials must be domestically produced through final manufacturing, including galvanizing, with no minimal-use or de minimis exceptions permitted. Bidders must submit signed BABA certifications with mill certifications traceable to initial melt and prior to material shipment. Waivers are available only through the federal awarding agency based on public interest, domestic unavailability, or cost increases exceeding 25 percent of overall project cost, requiring a minimum 15-day public comment period.
A five percent U.S. preference applies when U.S.-manufactured products equal competing items in quality and do not exceed the lowest non-U.S. bid by more than five percent. A 10 percent Louisiana preference applies when Louisiana-produced, manufactured, or assembled products equal competing items and do not exceed the lowest bid by more than ten percent; the Louisiana vendor's workforce must comprise a minimum of 50 percent Louisiana residents. Both preferences require completed certification forms submitted prior to bid opening.
The scope comprises 18 welded steel grid deck panels in four line items: two panels 5 ft × 28 ft, two panels 5 ft × 24 ft, seven panels 8 ft × 28 ft, and seven panels 8 ft × 24 ft, fabricated to specifications GF-01 and plan sheets, galvanized per Louisiana Standard Specifications for Roads and Bridges Section 811, with 3/4-inch countersunk bolts at 9-inch spacing and trim plates. All panels must comply with 2026 Louisiana Standard Specifications for Roads and Bridges Sections 808 and 811. No split awards will be made; the contract is awarded to the lowest responsive, responsible bidder complying with all requirements and bidding all line items. Unit prices must be quoted as delivered, firm for a minimum of 30 days, stated in U.S. dollars to two decimal places. Payment is due within 30 days after delivery. Bids are submitted sealed to P.O. Box 94245, Baton Rouge, LA 70804-9245 or hand-delivered to DOTD Procurement Section, 1201 Capitol Access Road, 4th Floor East Wing, Room S-447, Baton Rouge, LA 70802. Bidders valued at $25,000 or more must certify non-debarment and comply with federal clauses including anti-kickback, Clean Air and Water Act standards, and anti-lobbying requirements.
