About this file
This is a Louisiana Preference form required by the state's Department of Transportation and Development (DOTD) for bidders participating in the Bridge Grid Deck (S51) procurement. The document establishes the procedures and requirements for bidders to claim a ten percent preference for products produced, manufactured, or assembled within Louisiana. To qualify for consideration, bidders must complete the form entirely and submit it prior to bid opening. The preference applies only to vendors whose Louisiana workforce comprises a minimum of fifty percent Louisiana residents, and the Louisiana products must be equal in quality to competing items while not exceeding the lowest bid price by more than ten percent.
The preference framework requires bidders to specify whether they claim the ten percent Louisiana preference and, if so, to identify which line items qualify and the Louisiana locations where products are produced, manufactured, or assembled. Key definitions distinguish between "assembled" (putting together component parts at a Louisiana assembly plant), "manufactured" (making products from raw materials), "processed" (altering raw products to enhance value), and "produced" (manufacturing, planting, cultivating, growing, or harvesting). When multiple bidders offer Louisiana products within the ten percent threshold, the bidder offering the lowest price on Louisiana items is entitled to match the lowest bid received. This preference mechanism is established under Louisiana Revised Statutes 39:1604(H) & (I) and R.S. 38:2251(A).
