About this opportunity
The City of Doral, Florida, is soliciting competitive bids for comprehensive electrical infrastructure modernization and electric vehicle charger installation at the Doral Government Center located at 8401 NW 53rd Terrace, Doral, FL 33166. The scope of work includes providing engineer-sealed plans, installing new main disconnects in the electrical and generator rooms, supplying new wiring and feeder runs between facility locations, installing a new 277/480V panel board and 150KVA step-down transformer, and establishing electrical infrastructure to support five double Level 2 EV chargers (60A-208V 1PH) and one single Level 3 charger (100A-480V 3PH), with the contractor responsible for design, procurement, installation, testing, commissioning, fireproofing of all penetrations, and staff training. Qualifying contractors must maintain an active Florida DBPR Electrical Contractor License, demonstrate at least three successfully completed public entity electrical or renovation projects of similar or greater scope within the last five years, maintain offices within South Florida (Miami-Dade, Broward, or Palm Beach counties), and demonstrate sufficient personnel and financial resources. Minimum insurance requirements include $1,000,000 commercial general liability per occurrence and in aggregate, $1,000,000 business automobile liability, and statutory workers' compensation with $1,000,000 employer's liability limits, with the City of Doral listed as additional insured. All work must comply with the National Electrical Code, local regulations, UL standards, ADA requirements, and Society of Automotive Engineers standards for EV charging, and must be completed within 120 days of contract award with a minimum one-year warranty on all materials and workmanship. A mandatory site visit is scheduled for April 9, 2026, from 10:00 a.m. to 11:00 a.m. at City Hall; written questions are due April 13, 2026, at 5:00 p.m.; and bids are due April 27, 2026, at 2:00 p.m. via the OpenGov Procurement Portal. Award will be made to the lowest responsive and responsible bidder offering the lowest total project cost on all 14 line items based on unit rate pricing, with the City reserving the right to award to up to two vendors (primary and secondary).
The procurement is subject to the City of Doral's "Cone of Silence" policy, restricting all inquiries to written submissions through the OpenGov platform. Preference will be given to certified veteran business enterprises per City Code Section 2-324(2)(a), though no mandatory set-asides for disadvantaged enterprises are identified in the solicitation. Bid security equal to five percent of the base bid is required in physical bond form, submitted to the City Clerk's Office. The City of Doral will provide the EV chargers; the contractor is responsible only for the electrical infrastructure, installation, and integration of those chargers. No specific budget amount or award value is disclosed in the solicitation documents. All bids must remain valid for 60 days from the bid opening date, and the contract term extends from execution until work completion as specified in the Notice to Proceed, with no renewal options identified. Interested bidders should contact Christopher Cotton, Senior Procurement Specialist, at (305) 593-6725, Extension 4010, or christopher.cotton@cityofdoral.com for additional information.
