About this opportunity
The City of St. Petersburg is seeking proposals for a Door Access Controls project to expand the existing electronic door access control system at the Pier Head Building. The procurement involves installing an additional 5 door access points utilizing the Alta (OpenPath) cloud-based platform, which requires no onsite server. Specific project deliverables include installing a new enclosure with power supply and backup battery, an 8-door Openpath reader board, exit sensors, exit buttons, electric or magnetic locks, and door contacts. Vendors must have a minimum of 5 years of experience in door access controls and be able to obtain required insurance coverage. The solicitation was released on April 1, 2024, with a pre-proposal meeting scheduled for April 5, 2024, and proposal submissions due by April 11, 2024, at 3:00 pm. The initial contract term is set for 60 days from receipt of permit, with potential renewal for an equivalent period. Vendors are required to provide a 1-year subscription/license to the Alta (Openpath) software as part of their proposal.
Bidders must be registered with the Florida Department of State and comply with various city policies, including non-discrimination, environmentally preferable purchasing, and E-Verify requirements. The city mandates comprehensive insurance coverage, including $1 million in commercial general liability, $1 million in commercial automobile liability, and workers' compensation as required by Florida law. While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, the procurement appears open to qualified vendors who can meet the technical and insurance requirements. The existing system is manufactured by Alta (formerly OpenPath), which will be the continued platform for the expanded access control infrastructure. Though a specific budget range is not provided, the project involves equipment, installation, and a software subscription for 5 additional door access points. The procurement is specific to Pinellas County and will be managed directly by the City of St. Petersburg's procurement processes.
