About this opportunity

The City of San Antonio Public Works Department is seeking an experienced Construction Manager at Risk (CMAR) firm to provide pre-construction and construction services for the Dolorosa Street Reconstruction Project. The City desires the selected CMAR firm to have demonstrated technical capabilities and civil construction experience, with the project anticipated to start construction in Spring 2024 and be substantially complete within 12 months. The CMAR firm will be integrated into a city-led team and will be responsible for services such as cost modeling, scheduling, constructability reviews, cost savings recommendations, and subcontractor procurement and management. The City may include incentives for early completion and liquidated damages for late completion in the CMAR contract. The required qualifications, experience, and approach for the CMAR firm are outlined in the Request for Qualifications (RFQ), and the City will shortlist up to five firms based on the RFQ evaluation criteria, with those shortlisted firms invited to participate in the subsequent Request for Proposals (RFP) phase.

The RFQ indicates that the selected CMAR firm's contract will be subject to City Council approval. The procurement is open to all qualified firms, and there are no set-aside designations or restrictions on the types of organizations that can respond. The City has not identified any incumbent vendors or current contractors, and the RFQ does not provide any information on existing infrastructure or technology that requires integration. The RFQ does not specify a budget range or award value for this project.
