About this opportunity
The Rhode Island Department of Health is soliciting proposals for implementation and operation of a Prescription Drug Monitoring Program (PDMP) under RFP 27007077, with proposals due November 23, 2026 at 11:00 AM EST. The system must support state, federal, and CMS interoperability, security, and reporting standards — a core capability filter for technical evaluation.
The PDMP will collect, integrate, analyze, and report prescription drug data to support public health and law enforcement objectives while maintaining HIPAA compliance as a business associate. The initial contract period runs from approximately January 1, 2027 through April 30, 2028, with options for up to four additional 12-month renewal periods contingent on vendor performance and fund availability.
Evaluation will weight technical merit, cost, and Minority Business Enterprise (MBE), Women Business Enterprise (WBE), and Disability Business Enterprise (DisBE) participation rates. The vendor submitting the lowest cost proposal receives 100 percent of available cost points. Pricing terms are firm and fixed unless otherwise indicated in the proposal. RIDOH reserves the right to award based on cost alone, reject any proposals, or cancel the procurement.
Required insurance includes General Liability ($1,000,000 per occurrence), Workers Compensation ($100,000 per accident), Automobile Liability ($1,000,000 per occurrence), Technology Errors and Omissions ($5,000,000 per occurrence and annual aggregate), and Information Technology Cyber/Privacy coverage ($5,000,000 per occurrence and annual aggregate), with additional coverage required for vendors accessing Protected Health Information. The State will withhold a 0.33 percent contract administrative fee from all invoices.
Vendors must register in Ocean State Procures and submit separate technical, cost, and ISBE proposal documents with a completed Vendor Certification Questionnaire and Supplemental Bidder Attestation Form. The vendor Q&A period ran October 22 through October 29, 2026. No public bid opening is scheduled.
