About this opportunity
The City of Tallahassee, acting on behalf of Leon County, Florida, is issuing Invitation for Bid (IFB) No. 039-26-RM for the replacement of existing Smith & Loveless wet well-mounted pump stations at the Dog House Pump Stations facility. The base scope involves the replacement of two pump stations (PS-85 and PS-49), with Bid Alternate #1 adding PS-59 and Bid Alternate #2 adding PS-25, allowing for procurement of two to four pump station replacements based on awarded alternates. The comprehensive scope of work includes removal and replacement of gravity inflow sewer mains, bypass pumping assemblies, above-ground pump station components, rehabilitation of existing wet wells, installation of new kingpin manholes at two locations, a new generator at PS-59, electrical site work for future generators at other stations, reconnection to existing force mains, electrical modifications, fencing removal and replacement, concrete work, tree and landscaping removal and replanting, site restoration, material disposal, and traffic maintenance. Successful bidders must be prequalified by the City of Tallahassee in both the Roads and Streets category and the Underground Utilities and Excavation category prior to bid opening and must demonstrate capability to perform all services in a timely, first-class workmanlike manner in full accordance with solicitation documents. The mandatory pre-bid meeting is scheduled for February 18, 2026, at 2:00 PM EST via Microsoft Teams, with written questions due by February 27, 2026, at 5:00 PM through the Bonfire portal and responses provided by March 6, 2026. Bids are due March 12, 2026, at 2:30 PM EST with bid opening occurring immediately thereafter, and the contract duration is 210 calendar days from receipt of the Notice to Proceed. Bidders must provide a five percent bid bond with their submission, and the successful contractor must provide a 100 percent performance bond within ten consecutive calendar days of written notice of award. Liquidated damages are assessed at $2,667.00 per calendar day for work extending beyond the 210-day contract time, with contract retainage of five percent from each progress payment for contracts exceeding $200,000 and a two-year warranty period from final acceptance covering all work, materials, and equipment.
